New laws take Heating plus Cooling into consideration

I don’t know how long it has been the law that you must have Heating, Ventilation & A/C when you build a home, even though I have come to learn that all the codes in the cities of our state require Heating plus Cooling when you build a house. In other words, it is not legal to build a house without some sort of furnace plus a/c. You can go genuinely seasoned university plus have a simple oil furnace plus window a/cs if you like, but you have to have something. It wasn’t until a few years ago that I discovered that having Heating, Ventilation & A/C is a requirement for houses, but there is no such requirement for nursing homes. Well, I shall take that back. They have consistently been required to have Heating plus Cooling; they were exempt from having a backup Heating, Ventilation & A/C system. All hospitals must have proper Heating plus Cooling plus a backup heating plus cooling proposal in the event that their main proposal is injured in a storm or whatever. Of course, that was no help when Hurricane Katrina hit, but admittedly Hurricane Katrina force storms are not all that common.In any event all this time nursing homes have not been required to have dual Heating, Ventilation & A/C systems. And yet, hospitals have been having the 2 systems for decades now. And rightly so. It was not until the two of us had a excruciating storm plus several elderly people died because the locale had unsatisfactory a/c. When the storm came, the a/c proposal died, plus there was no backup. The people had to live without cooling for weeks, plus a lot of elderly people simply cannot handle residing in this state with this beastly heat without having access to good a/c. In this past Year’s legislative session, they finally passed the laws egging that all nursing homes plus similar structures must have both a proper Heating, Ventilation & A/C proposal plus a backup heating plus cooling system
