Rethinking our situation

I am packing for a trip and I’m anticipating the weather is going to be cold, and basically everyday is going to be 40s, rainy as well as windy, but i have all long pants, long sleeves as well as thermal gear packed. I am now wondering if perhaps I have packed wrong. In the Summer, I’m guessing everywhere is going to be hot, however, if you see a film, go out to eat or head to a bar, you are going to be hit with AC. Is it going to be like that on our trip? I did want to eat out every evening, but now I’m questioning if the heating be adequate or way too much? I don’t want to wear thermal gear because I’m going to sweat the whole time. I also have tours picked out to do, this one tour I am going to be on a bus for multiple hours going from landmark to landmark. On one hand, I will be getting out of the bus in the frosty weather. I will want to be bundled up warm. On the other hand, what if the bus cranks the oil furnace equipment while we’re traveling? I would be super sweaty but then when I get off I’m assuming it would feel nice, and now I am toying with the thought of bringing some t-shirts as well as maybe some shorts. There’s always the option of working out if I do not entirely need them on the trip. Who knows though, but perhaps the country is super fantastic about heating where I will want a tank top, then the country never gets above 60 degrees. It would make sense that heating would be a priority. Why would they allow any location to be as frosty as it is outside? Maybe I will need to rethink our suitcase.
